Dolan welcomes continuation of Vacant Property Refurbishment Grant and new ‘Above the Shop’ supports

Albert Dolan TD has warmly welcomed today’s announcement by James Browne TD, confirming the continuation of the Vacant Property Refurbishment Grant to 2030 and the introduction of a new enhanced ‘Vacant above the Shop Grant’.

Deputy Dolan said the announcement represents a major opportunity to tackle vacancy and dereliction while delivering much-needed homes and revitalising towns and villages across the country.

“Vacancy and dereliction are issues I regularly hear about from communities. Empty buildings on our main streets are not just an eyesore, they are missed opportunities for homes, for families, and for the regeneration of our town centres,” Deputy Dolan said.

“I strongly welcome Minister Browne’s decision to extend this successful scheme and, in particular, the introduction of the Vacant Above the Shop Grant, which directly targets one of the most underused sources of potential housing.”

The new measure will provide a stepped grant package of up to €140,000 to support the conversion of vacant space above existing commercial premises into residential units. Deputy Dolan said this targeted support recognises the additional complexity and cost involved in such conversions.

“Above-shop spaces have enormous potential. Bringing them back into use will increase housing supply, support local businesses, and help restore life and vibrancy to our town centres,” he added.

“This is a practical, commonsense policy that delivers homes while strengthening the social and economic fabric of our communities.”

Deputy Dolan also highlighted the strong uptake of the Vacant Property Refurbishment Grant since its launch in 2022, with over 15,000 applications, more than 11,000 approvals, and over €230 million paid out nationwide.

“The success of this grant shows that when the State provides meaningful, well-designed supports, people respond. Extending the scheme to 2030 gives certainty to homeowners, local authorities and communities, and will help deliver the Government’s ambition to bring tens of thousands of vacant properties back into use.”

He concluded by encouraging property owners to engage with their local authorities and explore the opportunities now available under the expanded scheme.

“This announcement is about turning empty buildings into homes, supporting sustainable development, and breathing new life into our towns and villages. I fully support these changes and look forward to seeing their positive impact on communities across the country.”
