With the controversial release of convicted rapist Larry Murphy (45 ) from Arbour Hill Prison on Thursday morning, public concerns have been mounting as to where Mr Murphy will relocate to, as the released prisoner is not obliged to inform gardaí of his whereabouts for seven days.
Prior to his release from a 15-year jail term, of which he served over 10 years due to remission, gardaí released a statement clarifying their position in dealing with convicted sex offenders, with the main focus of gardaí being the “safety of all individuals in the community”.
Under the provisions of the Sex Offenders Act, released sex offenders must inform gardaí where they plan to reside within seven days of their release. Gardaí will then monitor sex offenders in their area, with all information stored on the Pulse database, which is sent to the Garda sex offenders management and intelligence unit.
If an offender wishes to leave the State for an intended period of seven days or more at a time, he/she must notify An Garda Síochána of that intention in advance of leaving and state the address at which he/she is staying outside the State.
The sex offenders unit is responsible for the management of over 1,100 sex offenders in Ireland.
