Open letter to Minister Phil Hogan re Capital Developments at St Luke's Hospital

Dear Minister Hogan,

I am writing to update you on progress with the implementation of the approved capital project in St Luke's Hospital Kilkenny which comprises the development of A&E, Medical Assessment Unit, and Day Services Unit (Susie Long development ).

As you will be aware, while the project has been included on the overall capital plan for the HSE for some time, we had only been able to bring the project to design stage and had not secured sufficient funding to enable the project to be approved to commence to full development.

With your own support and that of the Minister for Health, the project was fully approved for development in the HSE Capital Plan 2011-2015 and authorised to the CEO of the HSE on July 14, 2011 by the Secretary General in the Department of Health.

I can confirm that the project is progressing apace and I set out below the key milestones for the project between now and the final completion which is targeted at Q4 2013:

Enabling Works

• Redesign complete

• To tender by November ‘11

• Appoint contractor and works commence early Dec 2011

• Enabling works completion planned for end 01/ 2012

Main Works

• Detailed redesign currently underway — required in order to meet revised budget and scope of project.

• Contractor prequalification — Nov/Dec 2011 (advertise for contractors )

• To tender Q1 2012

• Appoint contractor / commence on site 02, 2012

• Construction programme estimate 18 months

• Completion target Q 4, 2013

I trust that this clarifies the position and I can provide further detailed information if you so require. I will keep you appraised of progress.

Yours sincerely,

Mr Pat Healy,

Regional Director of Operations, HSE South.
